(1) Selection of Aquaculture Area. The aquaculture area should be located in an inner bay or open ocean area, unaffected by industrial or urban sewage, sheltered from wind and sun, unaffected by typhoons or westerly winds, with good tidal flow and unique water quality. The bottom sediment should ideally be muddy or sandy, and the water depth should be at least 5 meters at high tide.

(2) Setting up the Fish Cages. The stakes for the fish cages should be driven or anchored according to the different bottom sediments. The number of stakes or anchors should be determined according to the tidal flow, wave pattern, and the size of the fish raft. A group of 2×4-6 fish rafts can be positioned at the high tide line, with 3-4 stakes or anchors on each raft. The cable should be 1000-1500 strands (approximately 2.5 cm in diameter) polyethylene rope, and its length should vary with the tide level, generally 4-6 times the depth at the highest tide level.

(3) Structure of the Fish Cages. To ensure sufficient operational space while respecting the delicate ecological conditions of the sea area, the area suitable for cage aquaculture should generally be controlled at around 5%, and should not exceed 10% of the total sea area. The placement of fish rafts should be adapted to the flow direction, and navigation channels should be clearly marked.
